Create your account at https://permisdeconduire.ants.gouv.fr/ to make your license application. This is for all types of applications, whether it's a new license, a lost one, or for other reasons.
Professionals (taxis, VTC, ambulance drivers) must go through different procedures. This is done by email or by mail.
Online driver's license application procedure
Since 2017, submit your license application online on the ANTS website. About ten days are needed to obtain your NEPH number. This number is important for the code exam and for the license.

Which prefecture for a driver's license?
