Which prefecture is the fastest? Actual processing times and what you can do

“What is the best prefecture?”, “which prefecture is the fastest for naturalization?”, “where to submit your application to avoid waiting?”: these questions come up repeatedly, and the honest answer can be summed up in one sentence. You do not choose your prefecture. It is determined by your address. However, the processing times do vary significantly from one department to another, and there are concrete measures when yours is slow. This article replaces our previous rankings of the “best prefectures” in Île-de-France and France: here’s what really matters.

Why you cannot choose your prefecture

The competent prefecture for a residence permit, renewal, naturalization, or exceptional admission to stay is that of the department of your residence. For foreigners, this is the principle established by the CESEDA: the application is submitted to the prefect of the place of residence. In some departments, the municipality also determines a sub-prefecture (Le Raincy, Antony, Sarcelles, Argenteuil, Palaiseau, Torcy, L'Haÿ-les-Roses, Nogent-sur-Marne…), and in Paris, it is the police prefecture that processes residence permits.

Direct consequence: submitting an application in another prefecture because it has a reputation for being faster is pointless. It will be rejected, or forwarded, and you will have lost weeks. The only legitimate way to “change prefecture” is to move and declare the change of address, which resets your application to zero in the queue of the new department. To find out which prefecture you depend on, our guide which prefecture your municipality depends on details the division department by department.

What really varies from one prefecture to another

Three distinct delays are hidden behind the term “slowness,” and they do not correct themselves in the same way.

1. The delay to obtain an appointment

This is the most visible bottleneck: no available slots for a first application, a title withdrawal, or fingerprinting. It depends on the number of counters open and local demand. The most strained departments are those in the small Parisian crown (Seine-Saint-Denis, Val-de-Marne, Hauts-de-Seine, Val-d'Oise), Bouches-du-Rhône, Rhône, Haute-Garonne, Hérault, and Alpes-Maritimes. Since most procedures have moved to the ANEF (Digital Administration for Foreigners in France), physical appointments are concentrated on fingerprinting and title delivery, but slots remain scarce where the foreign population is large.

2. The processing time

Once the application is submitted, the processing time varies from simple to triple depending on the prefecture. However, the law sets certain limits:

  • Residence permit: the silence of the prefecture for 4 months amounts to an implicit rejection (Article R. 432-2 of the CESEDA). This opens a recourse, but in practice, many applications remain “under processing” well beyond, covered by a receipt or an extension certificate.
  • Naturalization by decree: the administration has a maximum of 18 months from the issuance of the complete application receipt, reduced to 12 months if you can prove 10 years of habitual residence in France (Article 21-25-1 of the Civil Code). This period covers the processing in the prefecture (or regional platform) and then the decision from the ministry.
  • Renewal: the application should be submitted between 4 months and 2 months before the expiration of the title. Submitting within this window guarantees you a receipt or a certificate that maintains your rights (work, benefits) during processing.

3. The delay for title delivery

The manufactured title arrives at the prefecture, and you still need to obtain an appointment to collect it. In strained departments, this final appointment can take several weeks. Our guides by prefecture (Créteil, Melun, Rouen) describe the local withdrawal procedure.

How to compare prefectures with data rather than rumors

The rankings of “best prefecture for a foreigner” that circulate are based on isolated testimonies: one internet user finds Paris fast, another considers Hauts-de-Seine slow, and the opposite the following month. Two sources are more reliable.

  • The prefecture barometer from rendezvousprefecture.com measures, based on the slots we monitor, the actual frequency of appointment openings by prefecture and by procedure. It is the only continuous measure of the pressure on appointments: consult the barometer.
  • The published naturalization delays by the prefectures and regional platforms themselves (often on the department's website, in the “nationality” section), as well as decisions from the Defender of Rights and parliamentary reports that regularly highlight the same departments.

Remember especially that the reputation of a prefecture changes quickly: a service reorganization, the opening of a regional naturalization platform, or an increase in staff can halve the delays in a year. Information older than six months is not very valuable.

Your prefecture is slow: effective measures

No available appointments

  1. Monitor the slots rather than refreshing the page: prefectures release appointments in waves, often early in the morning or at the beginning of the week. An email or SMS alert as soon as a slot opens in your prefecture can save you weeks; this is what rendezvousprefecture.com offers.
  2. Keep evidence of your attempts (dated screenshots of the message “no available slots”). They are essential for the follow-up.
  3. Write to the prefecture to request an appointment, by registered mail with acknowledgment of receipt or via the department's contact form. Our template: write an email to request an appointment.
  4. Contact the summary judge if the impossibility persists. The Council of State ruled on June 10, 2020 (n° 435594) that a prefecture must offer an alternative to online appointment booking when it is durably impossible. The summary “useful measures” (Article L. 521-3 of the Administrative Justice Code) allows you to obtain an injunction to be received within a few weeks. Many associations and lawyers practice this recourse.

Application submitted, no response

  1. Check the status of your application on your ANEF space and keep the receipt or the extension certificate, which prolongs your rights.
  2. After the legal deadline (4 months for a title, 18 or 12 months for naturalization), follow up with the prefecture in writing, then consider a gracious or contentious recourse. Our guide how long for a response from the prefecture details each step.
  3. An abnormal delay may engage the responsibility of the State: see recourse for damages against the prefecture.

Île-de-France: what to know prefecture by prefecture

The region concentrates both the highest number of applications and the most marked disparities. Here are some practical benchmarks, to be checked on the barometer for the current situation:

Frequently asked questions

Can I submit my naturalization application in a different prefecture than mine?

No. The application must be submitted to the prefecture (or regional naturalization platform) that corresponds to your residence. An application submitted elsewhere will be returned or rejected.

Is moving for a faster prefecture a good idea?

Rarely. You must declare the new address, the application is transferred or re-submitted, and you start at the bottom of the queue in the new department. The gain is uncertain, the loss of time is certain.

How can I tell if my prefecture is delayed compared to the law?

Count from the date of your receipt: 4 months for a residence permit, 18 months (or 12 months after 10 years of residence) for naturalization. Beyond that, silence amounts to an implicit rejection for the residence permit and opens the way for recourse; for naturalization, you can take the matter to the administrative court.

Where can I see the current status of appointments in my prefecture?

On the prefecture barometer, continuously updated based on observed slots, then by activating an alert for your prefecture and your procedure.
