An email (or a message sent via the contact form) to the prefecture is used to request an appointment when the online booking module does not offer any slots, when your procedure does not have online appointment booking, or when you have missed a summons. It should fit on one page: your identity, your foreigner number or file number, the procedure concerned, the expiration date of your title or receipt, and what you have already attempted. Attach dated screenshots from the booking module. Below you will find a template to adapt and what to do if the prefecture does not respond.
When an email is useful, and when it is not
The prefecture does not make appointments by email for procedures that have an online booking module or that go through the ANEF (Digital Administration for Foreigners in France). If you write for a dematerialized procedure, the response will redirect you to the website. First, check what the normal process is for your case; the details are in our article on making an appointment at the prefecture.
However, a written request becomes the right tool in four situations:
- No slots have appeared for several weeks despite repeated attempts. The written request constitutes the beginning of a file, essential for an appeal.
- Your procedure does not have online appointment booking in your department (some procedures are not yet dematerialized; this varies from one prefecture to another).
- You have missed a summons (fingerprints, title delivery, interview) and need to obtain a new one.
- Your title or receipt is about to expire, and you have not been able to submit your request in time.
What address to write to
The competent prefecture is that of your department of residence. In Paris, it is the police prefecture that handles residence permits. If you are unsure, our article which prefecture I depend on details the rule, and the map of prefectures provides the contact details for each.
Many prefectures no longer display an email address and require a contact form on the department's website (address in the form of name-of-department.gouv.fr, under "Administrative Procedures" or "Contact Us"). Use this form; it is the one that is read. Choose the relevant service ("Foreigners," "Residence," "Naturalization") and the reason that is closest to your situation. Keep a screenshot of the acknowledgment of receipt; it is your only proof.
If the site publishes a dedicated email address for the foreigners' service, write there with a clear subject. Avoid writing to multiple addresses at the same time, as this disperses your request without speeding it up.
What the email must contain
The agent reading your message has a few seconds to understand who you are and what you are requesting. An effective email is short and complete. In order:
- A precise subject: "Request for an appointment, residence permit renewal, foreigner number XXXXXXXXXX, expiration on JJ/MM/YYYY".
- Your last name, first name, date and place of birth, nationality, complete postal address, phone number.
- Your foreigner number, your ANEF file number if you have one, or the reference of the missed summons.
- The exact procedure: first request, renewal, change of status, title delivery, fingerprinting, duplicate.
- The expiration date of your title, visa, or receipt, and the concrete consequences (job loss, inability to travel, interrupted social rights).
- What you have already done: dates of your attempts on the booking module, message displayed ("no slots available," "no time slots left"), previous letters.
- A clear request: an appointment, or alternatively another method of submitting your request (mail, dedicated counter) or a receipt.
- Your broad availability (for example, "every working day"), not a list of constraints.
Attachments, in PDF or readable image format: the identity page of the passport, the current title or receipt, the dated screenshots from the booking module, and any proof of urgency (employment contract, job offer, school certificate).
Email template to request an appointment
Adapt each bracket. Remove sentences that do not concern you.
Subject: Request for an appointment, [procedure], foreigner number [number], title expiring on [date]
Dear Sir or Madam,
My name is [first name LAST NAME], born on [date] in [place], of [nationality], residing at [complete address]. My foreigner number is [number].
I hold a [residence permit / receipt / long-stay visa] valid until [date]. I need to [renew this title / submit a first request for a title / collect my title / undergo fingerprinting].
Since [date], I have attempted [number] times to make an appointment on the prefecture's booking module, on [dates]. Each time, the site indicates that no slots are available. You will find the dated screenshots attached.
Without an appointment before [date], I will not be able to submit my request on time, which would lead to [specific consequence: termination of my employment contract, loss of my rights, inability to continue my studies].
I kindly ask you to propose an appointment or, if not possible, to indicate another method for submitting my request. I am available every working day.
Yours sincerely,
[First name LAST NAME], [phone number], [email address]
Attachments: passport, current title, screenshots from [dates], [proof].
Other templates (follow-up, explanatory letter, request for receipt) are gathered in our templates for letters to the prefecture.
Special case: you missed your appointment
A missed summons cannot be made up by showing up without an appointment at the counter; the reception will send you away. Write on the same day to the service that summoned you, indicating the reference and date of the summons, the reason for your absence (with proof if you have one: medical certificate, employer's statement, transport delay), and request a new date. If the summons was regarding the delivery of your title, specify that it has been produced and is waiting at the prefecture. If your receipt has expired or is about to expire, also request a certificate of extension of processing from your ANEF space.
If the booking module allows you to reschedule an appointment for the same reason, do it in parallel without waiting for a response. The two processes do not interfere with each other.
No response: the next steps
The email or form is the first step, rarely the last. If nothing happens after two to three weeks, move on to a formal written request.
- Send a registered letter with acknowledgment of receipt to the prefect, with the same content and the same attachments. You can follow the detailed structure in our article on following up with the prefecture.
- Continue to check the booking module and keep each dated screenshot. To avoid missing a slot that becomes available between two checks, you can create an alert that notifies you by email or SMS as soon as a spot appears at your prefecture.
- If the inability persists, bring your case to the administrative court judge by a summary "useful measures" request (article L. 521-3 of the Administrative Justice Code). The Council of State ruled on June 10, 2020 (n° 435594) that a prefecture must propose an alternative solution when online appointment booking is durably impossible. The screenshots and the unanswered registered letter are the documents the judge expects.
Frequently asked questions
Is the prefecture obliged to respond to my email?
An email or contact form does not open any legal timeframe. It is the registered letter with acknowledgment of receipt, and then if necessary the summary, that creates an obligation. The email remains useful because it is quick and shows your good faith.
Can I request an appointment at the prefecture of Versailles or another department other than mine?
No. Only the prefecture of your residence can handle your file. An appointment made elsewhere will be refused at the counter. For Yvelines, consult our page on renewal at the prefecture of Versailles.
Should I write in French?
Yes. A message in another language is unlikely to be processed. Get help if needed from an association or a friend; the essential thing is that the information (numbers, dates, procedure) is accurate.
Do I need to send an email before each appointment?
No. When the booking module or the ANEF works for your procedure, book directly. The email is reserved for blockages.
